E911CCAS is a comprehensive cellular coverage analysis that evaluates the quality of indoor and outdoor signal coverage across a property. The assessment measures signal strength against baseline standards to determine if there is adequate coverage to successfully place a 911 call.
Typically, the survey is conducted floor-by-floor within a building to identify specific areas that pass or fail the coverage requirements. Our engineers will walk hallways, offices, critical areas, and other rooms where people congregate to emulate phone calls being made in those areas, verifying those areas for 911 call reliability.
It's more than just making a phone call.
Federal regulations, such as Kari's Law and Ray Baum's Act, require building owners to ensure their communication systems (e.g., Multi-Line Telephone Systems) allow direct 911 calls.
​However, with the increase of mobile phone ownership, wireless devices rely on wireless cellular coverage to connect to 911. Conducting E911CCAS in your property provides an additional layer of due diligence by verifying that those in your building with smartphones or handphones have sufficient coverage to reach emergency services.
E911CCAS Report
The result of the survey will be presented in a technical report. As shown in Figure 1, the report will include summary tables detailing the overall wireless coverage quality of each floor and wireless carrier.

Additionally, the report will include grid maps of the floor plan of each surveyed area, as illustrated in Figure 2. Each dot on the map represents the signal measured at that specific point in the surveyed path. The signal data from these points is then used to evaluate the overall signal quality within each grid square.

The E911CCAS Process

Preliminary Consulting
With key stakeholders present (Building Owner, Facility Manager, etc.), our team will collect information on cellular coverage user experience.
Intelibs will also need to obtain a floor plan of the building to plan for a site visit.​​​

Site Survey Coordination
Intelibs engineers coordinate with key stakeholders to schedule and plan the site walk, including coordination of escort if necessary. Our engineers will review the test route to confirm areas and rooms they will visit.

Site Survey and Test
Our engineers will perform a walk test of the agreed upon areas. Depending on the property, they may also conduct a drive test. ​​​​​​​​​

Post Site Survey Data Analysis
Once data is collected, Intelibs analyzes it with our proprietary software to measure for E911 compliance commercial service quality, voice communication, and data service quality. ​
The result is a comprehensive technical report with a visualization of signal quality and coverage area within the property.

Technical Report Review
Intelibs will share the technical report with key stakeholders and review the findings during the meeting.
